During the next 12 minutes I will focus my attention – and hopefully yours – on the human rights criteria, and the humanitarian law criteria, which EU Member States must take into account when they decide whether or not to grant export licences. Doing research on the topic of arms transfers in view of human rights and humanitarian law standards is an extremely interesting and important activity. Especially today. This is because over the last decade EU arms have been used either to commit human rights abuses or internal repression on several occasions. To illustrate, in the year 2008 the Belgian army supplied Bahrain with 50 armoured combat vehicles. Human Rights Criteria in Arms Exports
Mélanie De Groof est juriste (Université d’Anvers) et titulaire d’un LL.M en droit international et européen (Université de Maastricht). Elle est entrée au GRIP en février 2013, où elle a exercé la fonction de chercheure. Ses recherches portaient principalement sur les transferts d’armes, l’utilisation des drones et sur les aspects juridiques de tout acte lié à la violence armée.
Elle est également doctorante à l’Université de Maastricht, où elle achève une thèse sur les États défaillants au regard du droit international, du droit humanitaire, des droits de l’homme et des libertés fondamentales (State collapse. Towards legal protection for persons in a collapsed state. Somalia and beyond). Avant de rejoindre le GRIP, Mélanie De Groof a travaillé comme chercheure à l’Université de Maastricht (2005-2010), chez Human Rights Watch (2011) et Handicap International (2012), pour lesquelles elle a effectué plusieurs missions de terrain (Haïti, Colombie, Éthiopie, Kenya et Guatemala). Elle est également membre du comité de rédaction de la revue belge des Nations Unies (VVN Wereldbeeld).
Depuis mars 2015, Mélanie De Groof fait partie du panel d’experts des Nations unies pour les Résolutions 2196 (2015), 2262 (2016) et 2339 (2017) sur la situation en République centrafricaine.
