The Oslo conference on humanitarian impact of nuclear weapons: A new “disarmament forum”?

On 4–5 March 2013, Norway hosted delegations from 127 states in an intergovernmental conference on the humanitarian impact of nuclear weapons. It’s the first time that this issue is addressed by states both inside and outside a UN body. Despite the boycott of P5, with the reason that this initiative would pose a danger to the process of nuclear disarmament, the success of this conference is undeniable and suggests that a new intergovernmental forum is born, where civil society is fully integrated.
